故事发生在悠远的未来，彼时，天下的每个角落都遭遭到了核能的净化，生态被破坏殆尽，资本急剧削减，人类的保存遭到了庞大的威胁。为了削减生齿，政府规定每一个家庭只能生育一次。约翰（克里斯多弗·兰伯特 Christopher Lambert 饰）已经是一位特种兵，一场意外令他和妻子凯伦（Loryn Locklin 饰）落空了他们的孩子，以后，凯伦再次怀孕，为了生下腹中的孩子，凯伦和约翰踏上了流亡的旅途。
在边境，约翰被缉捕归案，关进了位于地底的牢狱里，狱警在约翰的身材里植入了名为“ZED-10”的装配，用于监视他的一举一动，甚至是一个想法或一个梦乡。一次偶然中，约翰得知了取出装配的方式，离开了监视的他决议带着妻子和行将出世的孩子逃离魔窟。
